FloatingActionButtonMenu has internal padding (horizontal: 16.dp, bottom: 16.dp) hardcoded in Material 3. This modifier adjusts the layout measurement and placement so that the toggle button perfectly aligns with regular androidx.compose.material3.FloatingActionButton.
